Where a pool can go

Under the zoning code a swimming pool is a permitted obstruction in the rear yard only, never the front or side yard. It must sit at least 8 feet from any property line, and that 8 feet is measured to the decks and equipment too, not just the water.

The impervious surface cap

The village counts swimming pools as impervious surface along with patios, walks and the driveway. On lots over 6,600 square feet the total cannot exceed half the lot, and on smaller lots 55 percent. If you already have a wide drive and a big patio, the pool deck may need to shrink or something else may need to come out.

What the permit needs

The village has a dedicated Residential New Pool Installation In Ground permit. It asks for construction plans, a grading plan, a plat of survey showing the pool with dimensions from the lot lines, the long form zoning worksheet, a contractor proposal and a signed Swimming Pool Statement of Acknowledgment that you will get building, electrical and plumbing inspections before the pool is used. The permit lists a plumbing contractor and an electrical contractor as well as the general contractor. Typical review is ten business days.

During the dig, the village requires both a silt fence and a 6 foot chain link construction fence, installed and inspected before work starts, with footings entirely inside your property. Grading matters here because the code bars changing a lot's drainage in a way that floods a neighbour.

Electrical and safety rules

The electrical review wants the pump and conduit locations, equipotential bonding to NEC 680.26, ground fault protection for pool power, a general purpose ground fault outlet between 6 and 20 feet from the water, and a note on whether the ComEd line to the house is overhead or underground.

The village adopted the 2018 International Swimming Pool and Spa Code with local changes, including different step riser and tread dimensions. That code sets the barrier requirements. Back yard fences in Arlington Heights can be up to 6 feet in side and rear yards, which works for most pool enclosures.
