The pool permit

Every inground pool in Naperville needs a permit through Civic Access. The City reviews pools under the 2024 International Swimming Pool and Spa Code as it amends it. A pool job usually means a patio and fence as well, and the City asks you to apply for the primary feature, the pool, and describe the rest. Staff then add the patio and fence permits.

Timing matters. Under the City's amendments the work must start within 180 days of the permit being issued, and the permit is void a year after issue unless extended. So we time the application to the dig, not the other way round.

Barrier rules

The barrier must be at least 48 inches high, with no more than 4 inches of gap under it, or 2 inches over grass or gravel. Pedestrian gates open away from the pool and are self closing and self latching. If the latch release sits less than 54 inches above the bottom of the gate, it goes on the pool side at least 3 inches below the top. The City applies these rules to existing fences too, so your current fence may not count.

If the house forms one side, doors leading to the pool need alarms meeting UL 2017, or a listed safety cover is used instead. A hot tub or spa can skip the barrier with a lockable cover meeting ASTM F1346.

Fences and City electric equipment

Naperville fences top out at 6 feet, except along major arterial roads. Anything over 3 feet cannot come closer to the front lot line than the front of the house. The City owns the electric system, so a fence needs 5 feet of clearance around a transformer with a removable section or gate on the side that opens, or 10 feet in front of it without one. Pedestals need 3 feet all round.

The pool's own electrical work follows Article 680 of the electrical code. The City's residential pool guidelines walk through the bonding, GFCI protection and outlet spacing that inspectors check, and only a City registered electrician can pull that permit.

Siting and drainage

Naperville's zoning keeps detached accessory structures at least 5 feet off the rear and interior side lot lines. Pools are on the City's list of yard improvements that commonly change grading and drainage, and code bars grading changes that conflict with a subdivision's approved engineering plans. Your swales stay where they are.

Draining is easier here than in many towns. The City lets you empty a pool into the sanitary sewer at no charge, through a manhole with 24 hours notice to the Water Utility, a yard cleanout or a floor drain. The water is then treated at Springbrook before it reaches the DuPage River.
